April 9, 2026 - Charged: Hajj Can by Labaykhajj Ltd., AA1 MSQ Visaenterprise Ltd. and Bashir Mustafa Bashir
Mississauga, ONT. – The Travel Industry Council of Ontario (TICO) has charged the following with one count each of operating as a travel agent without being registered:
- Hajj Can by Labaykhajj Ltd.
- AA1 MSQ Visaenterprise Ltd.
- Bashir Mustafa Bashir
Bashir Mustafa Bashir was also charged with two counts of being an Officer and Director of a corporation and failing to take reasonable care to prevent the corporation from committing an offence.
AA1 MSQ Visaenterprise Ltd. was previously registered as a travel agency in Ontario, but voluntarily terminated its registration with TICO in December 2022.
It is alleged that AA1 MSQ Visaenterprise Ltd., Hajj Can by Labaykhajj Ltd. and Bashir Mustafa Bashir sold religious Hajj travel packages without being registered. TICO further alleges they accepted consumer funds for travel services that were never provided.
Bashir Mustafa Bashir is scheduled to appear in court on May 21, 2026, at 1:30 p.m. in Ottawa, Ontario.
Individuals convicted in Court of offences relating to the Travel Industry Act, 2002 are subject to fines of up to $50,000 and/or prison terms of up to two years. Corporations are subject to fines of up to $250,000.
TICO prosecutes companies and individuals to maintain the integrity of Ontario’s travel marketplace, giving consumers confidence when purchasing travel from registered professionals, while ensuring a level playing field for registered businesses.
