Licence Appeal Tribunal (LAT)
The Licence Appeal Tribunal (LAT) is an independent adjudicative tribunal created under the Licence Appeal Tribunal Act, 1999 to hear appeals and render decisions respecting compensation claims and licensing activities regulated by various administrative agencies, including the Travel Industry Council of Ontario (TICO).
The Registrar, Travel Industry Act, 2002 (the “Registrar”) may issue a Notice of Proposal to suspend, refuse or revoke a registration. The Registrant who received a Notice of Proposal has 15 days from the date of the Notice of Proposal, to file a Notice of Appeal with the Licence Appeal Tribunal. If no appeal is received by LAT, the Registrar may carry out the proposal and revoke the registration of the Registrant.
LAT also hears appeals with respect to decisions made by TICO’s Board of Directors regarding claims against the Ontario Travel Industry Compensation Fund.

Who Can Appeal
If the Registrar proposes to refuse to register or renew the registration or to revoke or suspend a registration, the Registrar must serve a Notice of Proposal on the applicant/registrant outlining the reasons for the proposed action.
Individuals or businesses who have been served with the Notice of Proposal and who wish to dispute the Notice of Proposal, should file an appeal with the Licence Appeal Tribunal.
It is important to note that if you fail to file a Notice of Appeal within the prescribed time, the Registrar may carry out the Notice of Proposal, which may result in revocation of the registration.
How to Appeal
If you received a Notice of Proposal and wish to request a hearing, you have fifteen (15) days from the date of receiving the Notice of Proposal to submit a written request for a hearing to LAT.
Complete the Notice of Appeal form and submit it (fax or mail) to LAT, together with a copy of the Notice of Proposal.
You must enclose the payment (Filing Fee) together with your Notice of Appeal. The Filing Fee can be paid by Certified Cheque, Money Order, Debit or Credit Card.
You are also required to mail or fax a copy of your Notice of Appeal to TICO. Once you send your Notice of Appeal to TICO, you must fill out the Certificate of Service. You are required to fax the completed Certificate of Service to LAT.
Once LAT receives your Notice of Appeal and other required documentation, they will contact you to provide details of the next step in the process, including the Pre-Hearing or the Hearing date.
