Mississauga, ONT. – After being charged by the Travel Industry Council of Ontario (TICO):

  • Bobby Singh pleaded guilty to six counts of operating as a travel agent without TICO registration;
  • Rajsri Modhvadia pleaded guilty to four counts of operating as a travel agent without TICO registration and four counts of being an Officer and Director of a corporation and failing to take reasonable care to prevent the corporation from committing an offence; and
  • RM Legal & Business Services Inc. pleaded guilty to six counts of operating as a travel agent without TICO registration.

They promoted themselves as ticket brokers, offering discounted airfare to consumers.

They collected consumer funds for both domestic and international airfare, without providing the travel services consumers had purchased or a refund. Consumers would find out last-minute that their flights had not been booked, requiring some consumers to rebook expensive last-minute flights. In one instance, this conduct disrupted the travel plans of 85 individuals who were unable to travel to a destination wedding.

In total, consumer losses related to Bobby Singh, Rajsri Modhvadia and RM Legal & Business Services Inc. total $62,660. While a small portion of this amount has been repaid, Bobby Singh, Rajsri Modhvadia and RM Legal & Business Services Inc. collectively owe $58,160 in restitution to the affected consumers.

Bobby Singh, Rajsri Modhvadia and RM Legal & Business Services Inc. are scheduled to be sentenced in Court on September 12, 2025.

TICO urges consumers to beware of travel deals that seem too good to be true. TICO offers a free online directory (tico.ca/search) where consumers can verify if they are booking with a TICO-registered travel business.

TICO prosecutes unregistered companies and individuals to maintain a level playing field and the integrity of Ontario’s travel marketplace to ensure consumers are confident purchasing travel from registered professionals.

Individuals convicted in Court of offences relating to the Travel Industry Act, 2002 are subject to fines of up to $50,000 and/or prison terms of up to two years. Corporations are subject to fines of up to $250,000.
